Uzbekistan Introduces a System for Assessing Uzbek Language Proficiency for Foreign Nationals

The Republic of Uzbekistan has introduced a system for assessing Uzbek language proficiency and issuing corresponding qualification certificates to foreign nationals and stateless persons.

The relevant document provides for the organisation of the Uz-Pro — Uzbek Language Proficiency Exam. The examination results confirm a candidate’s level of proficiency in Uzbek in accordance with the Common European Framework of Reference for Languages — CEFR.

Candidate registration, examination administration, assessment of results and issuance of certificates are carried out electronically by an authorised state institution through the Uz-Pro platform.

Examination Levels

From 1 March 2026, qualification examinations are conducted at the following levels:

A1 — beginner level;
A2 — elementary level;
B1 — intermediate level.

Examinations at levels B2, C1 and C2 are scheduled to be introduced from 1 March 2027.

The examination assesses four main language skills:

listening comprehension;
reading;
writing;
speaking.

The examination is conducted remotely online using identity verification and video monitoring systems. To participate, candidates must have a stable internet connection, a computer or another suitable device, as well as a functioning camera and microphone.

Registration and Fee

Registration for the examination is completed independently through the official electronic platform:

During registration, candidates must provide complete and accurate personal information, review the examination rules and make the required payment electronically.

The fee for taking the qualification examination is USD 50.

Candidates are advised to verify the current terms of participation, payment procedures, retaking individual sections and submitting appeals directly on the Uz-Pro platform before registering.

Results and Certificate

Examination results are published in the candidate’s personal account. Candidates who successfully pass the examination receive an official electronic qualification certificate.

The certificate:

is issued electronically;
contains a QR code that allows its authenticity to be verified;
confirms the relevant level of Uzbek language proficiency;
is valid for three years.

The certificate can also be verified through the Uz-Pro platform.

Possession of a valid certificate at level B1 or higher may be relevant when completing certain procedures provided for by the legislation of the Republic of Uzbekistan. In particular, from 1 April 2026, foreign nationals and stateless persons holding a valid B1-level certificate or higher are exempt from taking a separate state language examination when applying for citizenship of the Republic of Uzbekistan.
